グレンデール市長、慰安婦問題解決を称える

慰安婦問題にケジメをつけられなかった事が心残り?
退任挨拶で慰安婦問題について触れるナジャリアン市長

ナジャリアン市長の挨拶に苦笑いする人もいるだろう。今だにスミア(中傷)キャンペーンを本気にし、上から目線と言えば上から目線。「私は礼儀正しく、しかしハッキリと歴史的記録は逆を示していると(日本政府の関係者に)申し上げました」。・・・しかし、この人からは悪意は微塵も感じられない。そして、問題はグレンデール市の変化と今後である。今、はどうでもいい。

市長が退任の挨拶の中で、やり残した仕事としてわざわざ慰安婦問題について触れた。明らかに彼はこの問題を深刻に受け止めており、将来に禍根を残すことを危惧している。自分の退任後であっても、議会として何かしなければならないと考えている。

同時に、市議会が慰安婦像の設置運動を推進してきたKAFCと一線を画している雰囲気も伝わってくる。KAFCは日韓合意を否定しているが、市長はこれを歓迎おり、市側がもはやKAFCに協力的でないという報道もある。12.28合意をキッカケに、韓国では挺対協が韓国政府から見捨てられ、グレンデール市ではKAFCが信用を無くして行くのだろうか?

日韓の合意を祝福したいという市長の提案に韓国側が消極的なのも、心象を悪くしている可能性がある。市長は韓国側を庇っているが、日本側は対照的に協力的である。いずれ両国に対する評価が逆転するかもしれない。さて、慰安婦像を支持した日系アメリカ市民同盟のキャシー・マサオカは何を思う?今やナジャリアン市長は、慰安婦問題は解決済み(!)という立場である。

残念ながら、やりかけの問題を残したまま市長の座を去ることになります。ご存知のように、グレンデール市は2年ほど前、朝鮮人慰安婦の為に像を建てました。毎年、慰安婦の記念日があります。

日系アメリカ人と日本人コミュニティの一部は、この像や慰安婦達の主張に反対しました。2015年の11月、日本政府の高官がグレンデールにやって来て、像を撤去するよう、第二次世界大戦中にあのような事が朝鮮人その他の女性に行われたという事実はないと言って来ました。私は礼儀正しく、しかしハッキリと歴史的記録は逆を示していると申し上げました。

グレンデールには、日本に二つの姉妹都市があります。グレンデールには日本の茶室がありますし、コミュニティの中で日本語教育も行っています。我々は、第二次大戦中の一時期、市の一部が日系人の収容所として使用されたことを悲しく思ってます。

日本の姉妹都市の少なくとも一つがグレンデール市との姉妹都市関係を解消しようとしていることも承知しています。私は、お会いした日本政府の関係者に、慰安婦問題について認め謝罪して未来に向かって進むよう励ましました。韓国との緊張を解き双務的な関係を築くよう申し上げました。

その一月も経たない内に、我々は韓国と日本の政府が慰安婦問題で合意に達したことを知りました。安倍首相の口から、慰安婦として辛い経験をし、精神的かつ肉体的に癒しがたい傷を負った全ての女性たちに対して心からの謝罪と自責の念が表明されたといいます。韓国政府もまた合意後のスピーチの中で、韓国の外務大臣が日本政府と問題が最終的・不可逆的に解決した事を確認したと発表しました。両国はお互いに同意したのです。

そしてつい先週、オバマ大統領が両国のリーダーと会い、合意が再確認されました。明らかに、これは日本とも韓国とも関係のあるグレンデール市にとって素晴らしいニュースです。席についてお互いの意見の違いを外交的に解決し、癒しのプロセスへと踏み出したことを我々は喜んでいます。

市長としての最後の仕事として、共に問題を解決した両国の努力を確認し、称え、両国の総領事を表彰するか市議会による決議案を採択しようと考えていました。私は今でも外交的成功に注力(?)しているが、まだ自分が考えているような形で実現出来ていません。

これが両政府による思い切った動きだっただけに、韓国の代表はまだグレンデールに来て日本側と一緒に表彰される準備が出来ていません。手続きの問題かもしれません。しかしながら、将来グレンデール市議会が両政府の代表に議会に来てもらい、70年来の問題を解決する為の外交努力に対する議会決議を受け取る機会を提供させてもらえる事になるのを、私は心から願っています。

Unfortunately, I am leaving the office of mayor with some partially finished business. As he(we?) know, glendale erected a statue to the korean women two or more years ago. we yearly recognize comfort woman day.Some of the japanese-american and japanese community objected to the statue and the claims by the comfort women.

As recently as November of 2015,high-ranking japanese officials traveled to glendale to request we remove the statue and insisted that no such acts were committed upon korean or any other women during world war ii. I politely and firmly stated historical records reflect otherwise.

Lindel has two sister cities in japan.We have a japanese tea house.We teach intensive japanese language in our communities.
We are very sorrowful of the fact some of our land in the city was used as a holding station for japanese-americansduring the beginning of world war ii.

I understand that at least one of those cities wants to suspend relations with glendale. I encourage the japanese officials that I met with to accept and apologize for the issue and move forward.Move towards less strained bilateral relations with korea.

Within a month after that visit,we learned the republic of korea and the government of japan had come to terms on the comfort women issue.
In the words of japanese prime minister abe, he is quoted as saying that he expressed his most sincere apologies and remorse to all of the women that underwent painful experience and suffered in curable physical and psychological wounds as comfort women.

The government of korea also addressed this in their agreement.Speech. The government of korean foreign minister announced he confirms with the government of japan that the issue is resolved finally and you reversibly --irreversibly. Both countries agreed to other in the community.

Last week, President Obama met with leaders from both countries where the agreement again was confirmed.Clearly, this is great news for the city of glendale who has relationships with both korea and japan.We are very happy they were able to sit down and resolve their differences diplomatically and to begin a healing process.

It was my intention as my last act as mayor to applaud and recognize the efforts of both countries in coming together to resolve the issue and to present either a commendation to both consuls general or a resolution by the city council.

I still apply the diplomatic success but I cannot do it in the way I envisioned. As this was a bold move by both governments, the republic of korea and their representative was not yet prepared to come to glendale city council to jointly accept the commendation with the japanese counterpart.Perhaps it is an issue of protocol.

However, I sincerely hope in the future this council will afford the opportunity to have the representatives from both governments appear before council and receive a council resolution of plotting the country's efforts at diplomacy and resolving a 70 year issue.
